Shannon joined the Housing Bureau as Assistant Director in 2017, and now serves as its Director. Prior to joining the Portland Housing Bureau, Shannon served as a Policy Director for the City of Portland. In this role she oversaw the development of the City’s Inclusionary Housing Program, Portland’s Housing Bond, and City’s first tenant protections.
In addition to her housing work for the City, she worked on wide ranging initiatives including payday loan regulations including creating a one-stop service center for domestic violence victims (now known as the Gateway Center), and redesign of the Fire and Police Disability and Pension System.
Prior to joining the City, Callahan worked as a staff attorney on consumer protection legislation and provided advice to tenants on landlord/tenant law. She is a community college graduate, earned a B.A. at Evergreen State College, and a J.D. from Lewis & Clark College of Law.
