System Development Charges (SDCs) are one-time fees assessed on new development to cover a portion of the cost of providing specific types of public infrastructure required as a result of this development. Park SDCs help ensure that Portland's quality of life keeps pace with our growing and changing city by providing additional parks and recreation facilities needed to accommodate growth.

Code Update and Fee Index Delay Heading to Council April 8, 2020
The Parks System Development (SDC) program is bringing an ordinance to Council to change how our annual fee index is applied. The proposed changes to the code section 17.13 can be viewed here at portlandoregon.gov/parks/article/757065.
Due to the economic uncertainties, the ordinance also includes a delay in implementation of the next fee index, with fees not indexed again until July 1, 2021. This would mean that the Parks SDC fees for fiscal year 2020-2021 will be the same as they were in fiscal year 2019-2020.
The following changes will be requested:
In addition to the annual fee index change, we are removing one item from the SDC exemptions. This exemption for non-residential development that does not add square footage or change use is not needed, as it describes permit activity that would not generate a Parks SDC fee at all under today’s code. Other exemptions listed would generate a Parks SDC fee if they were not specifically exempted.
