Secondhand Dealers Permits

Shops that buy and sell used or new property that is frequently the subject of theft (“regulated property”) must have a permit. Acquisitions of regulated property must be reported to the Police Bureau, and the item must be held for a set period of time before it is made available for sale.

Notice of Public Hearing

 

Re: Administrative Rules for implementation of Portland City Code 14B.90 ‘Secondhand Dealers’

A hearing is scheduled for Tuesday, July 3 at 2:00pm at the City of Portland Revenue Division at 111 SW Columbia St, Room 600, for the purpose of adopting two Administrative Rules. One amends the definition of “Regulated Property” by adding gift cards, in-store credit cards, prepaid cards and phone cards. The other amends “Exceptions to Regulated Property Sale Limitations” to outline the procedure for reporting acquisitions of the cards into RAPID. The public is welcome. The Revenue Division director will hear statements or receive written comments concerning the proposed rules. Written statements will be accepted through Friday, July 6.
