These projects make up the 2035 Comprehensive Plan Early Implementation Package. Some of these projects amend both the Zoning Code and Zoning Map, while others make amendments to only the map or the code. The Planning and Sustainability Commission (PSC) received testimony on each Early Implementation project between October 2015 and July 2016. After considering public testimony and deliberating, the PSC transmitted the 2035 Comprehensive Plan Early Implementation Package for City Council and the public to review.
The Portland City Council invited testimony on the Comprehensive Plan Early Implementation Package until October 17, 2016. City Council held a work session on October 25 and is now preparing a set of potential amendments to the proposal. On November 17, City Council held the last public hearing on the City’s new Comprehensive Plan to accept testimony on the amendments. On December 21, 2016, City Council adopted the Early Implementation Package.

This project will develop new zoning procedures and standards for colleges/universities and hospital campuses, and identify infrastructure investments to facilitate institutional employment growth.
This project will bring the City into alignment with the Comprehensive Plan’s community involvement goals and policies.
The Composite Zoning Proposal combines proposed Zoning Map changes from four 2035 Comprehensive Plan Early Implementation projects — Mixed Use Zones, Residential and Open Space Zoning, Campus Institutional Zoning and Employment Zoning — into a single map.
Council-adopted Early Implementation projects that update/refine the Zoning Map and Zoning Code as well as other documents and programs as part of the update to Portland’s Comprehensive Plan.
Planning and Sustainability Commission’s consolidated recommendation for review by City Council and the public
This project will implement new directions to meet 20-year land needs for job growth, while protecting watershed health and neighborhood livability.
Miscellaneous Zoning Amendments will address changes that are not being included in larger Comprehensive Plan Early Implementation projects.
This project will develop new mixed-use planning and zoning designations in Portland’s commercial and central employment zones.
