Portland housing code (Title 29) requires owners of residential rental property to provide garbage, recycling and composting service to tenants. Each home, or unit in the case of a smallplex of 2 to 4 units, must be provided at least 20 gallons of every other week garbage service and weekly recycling and composting service. Bills for service must be in the owner’s name and be sent to the owner’s, or property manager’s, address for payment. All issues related to how, or if, landlords charge tenants for provision of services are outside of BPS authority. Title 29 neither requires nor prohibits landlords from recouping these costs from tenants.
