There are some important things landlords and tenants need to know about garbage, composting and recycling services for rental houses and smallplexes (2-4 units). Through City of Portland Title 29, property owners of these residential rentals have legal requirements for Residential Service. These include:
- Service must be set up through your garbage and recycling company in the property owner’s name. Service cannot be set up by or billed to the tenant. The bill can be sent to a property management company.
- The property owner is required directly pay the garbage and recycling company for services provided.
- The property owner is also required to provide at least the minimum required service level of 20 gallons of garbage capacity per unit.
The City offers free educational materials and on-site assistance for rental properties to help property owners meet these requirements and answer recycling and composting questions for tenants.
There is also information available for tenants about what goes in each container, how to collect and compost food scraps, what to do with items you no longer need or want on moving day and easy ways to find your collection day or sign up for weekly email reminders.
