The Bureau of Planning and Sustainability (BPS) is directed to achieve a vision of racial equity and use an equity lens for all of its work via the Citywide Racial Equity Goals and Strategies and the BPS Strategic Plan. City Council has directed BPS to focus on increasing participation of women and minority workers and reducing barriers to economic opportunities for minority-owned and woman-owned companies.
BPS has developed a Waste Equity Workplan that identifies the work BPS will undertake to advance equity and diversity in Portland’s waste collection system.
BPS will work with a Waste Equity Advisory Group and Waste Equity Consultants to implement the Workplan. Current and upcoming efforts include:
Develop a vision, goals, and performance measures for an equitable waste collection system in Portland.
Measure hauler workforce demographics and take steps to increase recruitment, retention, and promotion of women and people of color.
Develop a new Access and Opportunity program to help build capacity in COBID-certified companies interested in expanding in Portland’s waste collection system.
Structure new public trash collection contracts to provide access and opportunity for COBID-certified companies.
Overhaul the procurement approach for collection services at City offices and facilities to increase access and opportunity for COBID-certified companies.
Engage property managers, tenants, and current and prospective service providers to identify ways to provide access and opportunity for COBID-certified companies. The process will consider additional regulatory controls.
