The 2035 Comprehensive Plan was adopted on June 15, 2016, and took effect on May 24, 2018.
Under Oregon land use law, cities are required to periodically review and update their Comprehensive Plans. The 2035 Comprehensive Plan represents the largest update to Portland’s growth strategy since the original Comprehensive Plan was adopted in 1980. The Comprehensive Plan is part of a family of state, regional, and local plans, including the Oregon Statewide Planning Goals, and the Metro 2040 Concept.
The plan is based on objective data and research into current conditions, issues, and trends. The Comprehensive Plan is used for making land use decisions. It is implemented through regulations, land use decisions, agreements, and community development programs.
