Fossil Fuel Terminal Zoning Amendments

  • Five petroleum terminals are located in the Willbridge area of NW Portland.

  • The Olympic Pipeline supplies most petroleum fuels to Oregon markets from Puget Sound refineries.

  • Fossil fuel terminals typically have a combination of underground pipeline access, rail sidings, and truck loading racks.

The Fossil Fuel Terminal Zoning Amendments restrict the development and expansion of bulk fossil fuel terminals. The Zoning Code amendments were adopted by the Portland City Council on December 14, 2016. After a lengthy appeals process, the City must readopt the amendments and consider additional policies and information in Fall 2019.
