The Portland Water Bureau offers financial assistance in the form of payment arrangements, bill discounts for sewer and water charges, crisis vouchers, fixture repair services, and the Utility Safety Net program.

New program changes effective July 1, 2018. We have expanded the reach of the bill discount program by using both local and state measures of the Median Family Income (MFI), as well as increased assistance for families with lower MFIs.
Do you need extra time to pay your sewer/stormwater/water bill? Payment arrangements are available.
New program changes effective July 1, 2018. Eligible households experiencing a financial crisis may receive a voucher for up to $500 in assistance once every 12 months.
Through an innovative partnership with Home Forward, we are now able to offer up to $500 in assistance to eligible customers living in multi-family dwellings who are at risk of eviction.
Financial assistance for repair of leaky toilets, faucets, plumbing and underground leaks may be available to eligible customers who own and occupy their own homes.
The monthly statement program provides a statement of charges each month, while maintaining a quarterly reading schedule.
The Utility Safety Net program provides emergency utility payments for ratepayers with employment, medical, and other personal emergencies.
The Water Efficiency Program offers information and technical resources to all customers about using water efficiently and cost effectively.
With Clean River Rewards, Portland ratepayers can save money and work for clean rivers and healthy watersheds at the same time.
