Metro Title 13 Compliance Efforts

In 2005 Metro adopted Urban Growth Management Functional Plan Title 13, Nature in Neighborhoods, which requires that Metro-area cities and counties demonstrate their programs adequately protect designated rivers, streams and drainage ways, wetlands, floodplains, riparian areas, and wildlife habitat. Cities and counties may achieve Title 13 compliance through regulatory and/or non-regulatory programs.

The Bureau of Planning and Sustainability, working with bureaus of Environmental Services, Parks and Recreation, and Development services, prepared a request for Metro to determine that Portland complies with Title 13. On November 28, 2012 the Portland City Council approved the Planning and Sustainability Commission recommendations that the request be forwarded to Metro and that  the City and Metro enter into a voluntary intergovernmental agreement (IGA) to continue watershed health-related efforts. The City submitted the request to Metro in December 2012.  In March 2013 Metro Council accepted and Metro staff's January 2013 determination that the City was in substantial compliance with Title 13.  The decision became final in April 2013.

This voluntary 10-year Intergovernmental Agreement (IGA) is a statement of intent to continue watershed health-related projects, programs, and interagency collaboration after Metro finds the City in compliance with Title 13
